Statement by Mississippi Coalition for Citizens with Disabilities Executive Director Mary Troupe on the House Vote on the Cut, Cap and Balance Act

The Cut, Cap and Balance Act represents a direct assault on Medicare and Medicaid. It would be nearly impossible to meet the spending caps set by the bill without requiring huge cuts to the two programs, which are essential to the well-being of millions of older Americans and people with disabilities. In fact, analysis by the Medicare/Medicaid Rights Center shows that cuts to these programs would be even deeper than those proposed in the House budget, which would convert Medicare into a voucher system-doubling Medicare beneficiaries’ out-of-pocket costs-and convert Medicaid funding into block grants.

The Cut, Cap and Balance Act forfeits a balanced approach that includes increased revenues, meaning that the budget will be balanced on the backs of low- and middle-income Americans without sacrifice from the wealthiest among us. The Act, simply put, would end Medicare and Medicaid as millions of Americans have come to know and depend on.

Lastly, the passage of Cut, Cap and Balance Act would cripple Mississippi’s economy and likely bankrupt the state’s health care system – a state with the lowest per capita income in the nation, over 600 thousand individuals with disabilities – including children and an ever growing population of senior citizens.

Need help: Parent Survey regarding Special Education services in Mississippi

The United States Department of Education’s Office of Special Education Programs (OSEP) in Washington, D.C. will be visiting two Mississippi agencies September 12-16, 2011. They will meet with First Steps/Early Intervention and the Mississippi Department of Education for a verification visit to learn how the Individuals with Disabilities Education Act (IDEA) is working for families and children with disabilities in our state.

OSEP has asked the MS Parent Training and Information Center to coordinate the distribution and collection of parent surveys that will capture data on family experiences.

The MS Parent Training and Information Center is asking for your help in completing the parent survey. The deadline for completing and submitting the survey is August 5, 2011.

Some in Congress would jeopardize our economy by refusing any revenue increase and targeting trillions of dollars in cuts to essential health, nutrition, education, employment, housing, and other programs. We support a budget plan that follows these basic principles. Any agreement to reduce the deficit must:

• Protect millions of vulnerable Americans who rely on federal support to meet their critical needs from the burden of deficit reduction;
• Rely at least as much on fair revenue increases as on spending cuts;
• Reject any effort to impose an amendment to the Constitution that would require a balanced budget every year, regardless of the state of the economy;
• Support reductions in wasteful military spending; and,
• Protect investments – such as public infrastructure, education and job training – that are vital to our nation’s economic advancement.
